Draft: 
Live Draft, 3/7/04 1:00 pm PT.
8 Rounds, with 300 seconds between picks.
Draft robot enabled - picks are made automatically for teams that let the clock expire.
Player Pool: AL and NL Players.
Positions: C, 1B, 2B, 3B, SS, OF, U and P.
Eligibility: Players are eligible at the position listed in the database, plus positions they've played 20 games last year or 5 games this year.
Transactions: 
Lineups may be set daily by 12:00 PM ET.
Owners may set lineups and change players' positions.
Only players who are on the disabled list may be placed into Injured status.
Owners may make trades post season.
Only players in the minor leagues may be placed into Minors status.
Add/drops must be approved by the commissioner.
Trades must be approved by the commissioner.
No trades can be made after the trade deadline of 8/15/04.
Schedule: Weekly scoring periods, starting on Sundays.
Playoffs start in Period 23 and last for 4 Periods.
Fees: 
League Entry Fee:  $8
Scoring: Head-to-Head, Individual Categories System.
Scoring based on total stats each period.

HR - Home Runs
OBP - On Base Pct
R - Runs
RBI - Runs Batted In
SB - Stolen Bases
TB - Total Bases
Scoring for Pitching Categories
ERA - Earned Run Average
HRA - Home Runs Allowed
K - Strikeouts (Pitcher)
S - Saves
W - Wins
WHIP - Walks + Hits / Inning
Constitution: This is a keeper league. Draft wisely. You will be allowed to protect players at the end of the season. There will be a salary limitation based on the valuation of players.

Playoffs

Playoffs will be the last 4 weeks of the season. The champions of each division plus two wild cards will make the playoffs. The two wild cards will be the team in each league with the best record out of the teams that don't win their division.

  • First week of playoffs - Best record divisional champion in each league gets a bye. Second best best division champion plays wild card in own league.

  • Second week of playoffs - The division champion with the best record plays the winner of first round games.

  • Final two weeks of playoffs - Winners of second week play each other in World Championship.


Draft
Draft order will be based on a combination of regular season standings, post-season and random selection. To dissuade teams from throwing their season when it looks bad at the end it will not be as straightforward as worst record gets first pick.

League Fee
Whatever it costs to run the league divided by the number of teams. Around $8.

Rules committee
This will be led by the commissioner and made up of the teams who won their post-season brackets. It will convene at the end of this season.

Transaction limit
All teams limited to 30.5 add/drops after April 23. Unlimited transactions up till then. This wouldn't apply to trades or add/drops made as a direct result of a trade.

Max and Min IP
As in previous years there's a maximum IP of 1300. There's also a minimum IP of 700. If you pass the maximum you will forfeit the remainder of your games. If you do not reach the minimum you will forfeit all games.

You can have a maximum of 7 starting pitchers active in a week and a minimum of 3. Those pitchers can pitch in as many games as possible.

Pitching/batting Total Inflation
It is against the spirit of the league to add and drop pitchers in such a way to artificially inflate the size of your pitching or batting staff. Roster limits are set with the idea of providing a level playing field and platform so that the startegy of picking a good staff provides the basis for winning. Transaction rules are in place to discourage this practice. Additionally if a team is found to be repeatedly adding and dropping players within the transaction rules but in such a way that the team effectively is creating a larger roster that is allowed, the commisioner shall take such actions as to remedy the situation and the team will not be allowed freedom to add and drop without approval.

Contracts and Salaries
Every year you keep a player increases his contract status by 1 year. New draftees and free agent pick-ups come with contract years of one. Traded players retain the number of contract-years they had on their original team.

Salaries increase by one each year a player is kept. Draftees salaries are determined by the round starting with 10 for the first round and one less for each round thereafter. All players retained from the 2003 squad will have a salary of 11. Free agent salaries will be set at 5. No player will have a salary less than 5.

Franchise Locations
These location rules will be in effect for any franchise movements or expansions after the beginning of the 2004 season. Teams must be located in a city. The city may be anywhere on Earth provided the population of the metro area is over 1 million. More than one team may locate in the same area if that metro area is over 5 million people. Teams may use the name of a region rather than a city only if no other teams are located in that region. A franchise may only move by paying a $10 fee. A franchise may change its nickname for a fee of $5. Nicknames must be approved by the commisioner and can be turned down for any reason especially if lewd or unoriginal. Only the commissioner can make exceptions to these rules.
