However the seat was always reserved at any official functions.<\/p>\n<p><strong>Security Council<\/strong><\/p>\n<ul>\n<li>South America &#8211; Senior delegate<\/li>\n<li>Pacific Alliance &#8211; Chosen by vote (inaugural delegate from Phillipines)<\/li>\n<li>Confederation of Asian Nations &#8211; Chosen by vote (inaugural delegate from China)<\/li>\n<li>Africa &#8211; Senior delegate<\/li>\n<li>Europe &#8211; Senior delegate<\/li>\n<li>North American Union of Sovereign States &#8211; Chosen by vote (inaugural delegate from MSA)<\/li>\n<\/ul>\n<p><strong>Ruling Council<\/strong><br \/>\nThe Ruling council consisted of representatives from the continental governments combined with representatives from individual nations from continents without strong continental governments. Eventually all but North America converted their continental organizations to governments.
